The PA has received the written opinion and recommendation of its expert, Mr. Howard
Bader, P.E., of H.A. Bader Consultants, Inc., environmental consulting engineers. Mr. Bader will be present at the PA
meeting on Tuesday, October 16th to answer questions. [See letter page

The following is a summary of the environmental situation of the school based on Mr.
Bader’s findings:
- Post-cleanup indoor asbestos test results to-date are acceptable.Testing was done for the Board of Education by ATC
Associates Inc. [See ATC letter of 10/5/01: cover

- Outside asbestos testing started on Thursday 10/4/01 for the Board
of Education by ATC Associates Inc. [See ATC letter of 10/9/01: cover

- Mr. Bader makes several recommendations for on-going air monitoring
inside and outside the school, and for steps and procedures to be followed to ensure
acceptable indoor air quality. The PA Board has
requested that the Board of Education follow Mr. Bader’s recommendations and provide
the requested protocols.
- To date, the PA Board has received a letter dated 10/5/01 from the
NYC Department of Health regarding the air quality in the vicinity of Stuyvesant High School [See letter],
and a certification by ATC Associates Inc. dated 10/5/01 regarding Stuyvesant High School
[See letter]. The PA Board has not yet received the NYC Certificate of
Reoccupancy, and the certification by State and Federal air monitoring agencies that the
building is safe to resume classes in.
